Participants of the V International Scientific and Practical Conference «Information Technologies and Law (Legal Informatization – 2015)» held by the National Center of Legal Information of the Republic of Belarus jointly with the Supreme Court of the Republic of Belarus, the Republican Bar Association and the Belarusian Notarial Chamber and with support of the National Library of Belarus, ООО «YurSpektr», ОDО «Profigrup», ООО «Professionalnye Pravovye Sistemy», ODO «Ekspertcentr»,

taking into account world-wide regular patterns and trends of the information society development, introduction of information and communication technologies in the sphere of state administration,

recognizing the importance of the legal sphere informatization for ensuring sustainable development, including within the framework of the Eurasian Economic Union,

having heard and discussed the reports and speeches of scholars and practitioners from Republic of Belarus, Russian Federation, Republic of Kazakhstan, Republic of Armenia, Republic of Korea, Republic of Lithuania, Italian Republic,

have come to a conclusion that:

  • further development of the legal sphere informatization is an obligatory condition for formation of the information society and a single economic space, for increasing the efficiency of social and economic development, legal communication, state administration, and also a guarantor of the national security of the state and development of human potential,
  • state administration of legal sphere informatization processes is a decisive factor for its further development and for working out decisions on neutralization of possible challenges and threats,
  • organizational and legal mechanisms for ensuring the access of citizens to legal information, their participation in processes of discussions of draft legal acts, receiving public services, legal aid and notarial services through information and communication technologies are important components of the legal sphere informatization and a condition for further state building,
  • the basis for positioning of the court system in the context of the information society formation is transparence as a new complex characteristic of justice interconnected with principles of openness, publicity, accessibility, legality of justice, independence of judges, introduction of technical innovations in court proceedings shall not supersede the essence and substance of justice,
  • development of international cooperation in the field of legal sphere informatization is one of the conditions for formation of a common (global) legal information space.

Participants of the conference propose to ensure:

  • further improvement of institutional bases of the legal sphere informatization, including normative legal regulation aimed at ensuring the access to legal information, participation of citizens in processes of discussion of draft legal acts, receiving public services, legal aid and notarial services through information and communication technologies,
  • introduction of modern standards of openness of the courts, further development of information and communications technologies without prejudice to fundamental bases of justice and court proceedings, solution of problems of adjusting the use of information and communication technologies with effective procedural rules,
  • development of the state system of legal information of the Republic of Belarus, and also of similar systems of legal information and legal informatization in the conference participants’ countries, creation of an interstate system of legal information of the Eurasian Economic Union, efficient use of legal information resources in the sphere of state administration, legal education and training,
  • integrating efforts of the state and business community for increasing the accessibility of legal information, improvement of the quality of rendering legal information services to legal and natural persons,
  • increasing scientific potential of the legal sphere informatization of the state to ensure its innovative development, and also development of a corresponding branch-wide market of intellectual property,
  • further development of a unified legal information space within the framework of interstate associations, including professional ones, improvement of the system of interstate legal information exchange, interaction and cooperation in the field of legal information and informatization,
  • training and retraining, on a systematic basis, of legal personnel concerning the issues of legal sphere informatization in order to form skills in application of information technologies for professional legal activities.
